EEG sister programme High Volume Transport seeks proposals to create a business plan for the future of HDM-4 software
The High Volume Transport (HVT) applied research programme – a sister programme to EEG – is inviting suppliers to submit proposals to create a business plan for the future of HDM-4 software, which checks the engineering and economic viability of road investments.
HVT – a five-year programme funded by DFID and being implemented by international development consultancy IMC Worldwide – aims to generate robust evidence on the roles that different forms of high-volume transport play in promoting growth in low-income countries across Africa and South Asia.
IMC Worldwide is inviting suitably qualified suppliers to submit proposals to provide services in accordance with the Terms of Reference for assignment HVT/015 under the HVT programme. The objective is to produce a bankable business plan for the future of HDM-4 software, which is used to check the engineering and economic viability of road investments. The study should explore all possible options for putting the ownership, management and maintenance of this product on a more sustainable and commercial basis.
Open to all eligible suppliers in accordance with the provisions of the Request for Proposal, the procurement process will be conducted on a competitive basis. The closing date for submissions is Wednesday October 31 2018 at 12pm GMT, and the expected date for the commencement of the services is approximately Monday November 12 2018.
Further information can be found here.To request the tender documents, email [email protected] stating the HVT/015 procurement reference number and clearly stating the name of the company requesting the documents.
The primary recipients of HVT research will be relevant transport decision makers and development policy makers, central and local government transport practitioners, and private sector and civil society. The programme will carry out engineering and technical research across four thematic areas:
-
Long distance strategic road and rail transport
-
Urban transport
-
Low carbon transport
-
Gender, vulnerable groups and inclusion in high volume transport

EEG and HVT share learnings where themes – including growth and economic development, urban infrastructure, low carbon and climate resilience, and FCAS – overlap.
